The Office of the Special Envoy for U.S. Trade & Investment
Established under the Ministry of Foreign Affairs, the Office of the Special Envoy for U.S. Trade and Investment serves as the Republic of Liberia’s principal diplomatic and economic liaison with American investors, institutions, and global development actors. Led by Honorable Isaac E. Taggart, Jr., the Office catalyzes transformative investment, supports policy modernization, and coordinates high-level trade engagements across both the public and private sectors. Our strategic vision aligns with H.E. President Joseph N. Boakai’s ARREST Agenda, focusing on agriculture, roads, rule of law, education, sanitation, and tourism at the heart of national development; while also prioritizing other key areas such as: mining, energy and technology.
As part of the broader diplomatic apparatus of the Ministry of Foreign Affairs, Liberia’s central institution for foreign relations, global policy coordination, and international cooperation, the Office plays a catalytic role in mobilizing U.S.-Liberia economic partnerships that serve the national interest while reinforcing global prosperity and shared democratic values.

Institutional Engagement
Institutional engagement is a core part of the Office’s effort to position Liberia for serious trade and investment participation at the international level. Through targeted dialogue with development finance institutions, export credit bodies, investors, technical stakeholders, and strategic partners, the Office works to expand the ecosystem of relationships that can support Liberia’s long-term economic priorities.
These engagements are not pursued as symbolic exercises. They are intended to create practical channels through which opportunities may be better understood, projects more effectively framed, and Liberia more credibly positioned within relevant institutional and commercial circles.
Where aligned, such dialogue can help support project preparation, investment visibility, strategic introductions, financing pathways, and broader economic diplomacy. At the same time, engagement should be understood in its proper context: it reflects communication and relationship-building, not necessarily formal commitment or participation.
The Office remains focused on cultivating high-value institutional relationships that can contribute to Liberia’s development trajectory through serious, disciplined, and mutually beneficial engagement.
