The Office of the Special Envoy for U.S. Trade & Investment facilitated a preliminary site visit and technical engagement today involving Mr. Jacob Choe, representing JCWS, in collaboration with the Liberia Airport Authority(LAA).
The engagement included a working meeting with the LAA management team and a site visit to James Spriggs Payne Airport, as part of Mr. Choe’s initial pre-feasibility assessment related to a potential Public-Private Partnership (PPP) opportunity. The visit forms part of JCWS’s early-stage due diligence following the submission of a Letter of Intent (LOI) expressing interest in exploring aviation infrastructure development in Liberia.
In the absence of the Special Envoy, the engagement was accompanied by Mr. Jetee Tarr, Special Aide to the Special Envoy, representing the Office and the Ministry of Foreign Affairs during the discussions.
The visit reflects Liberia’s continued openness to responsible private-sector participation in strategic infrastructure projects and underscores the government’s commitment to transparent, well-coordinated preliminary engagements that allow prospective partners to conduct informed technical and commercial assessments.
The Office of the Special Envoy remains focused on facilitating structured dialogue between government institutions and credible international partners, supporting early-stage evaluations, and ensuring coordinated follow-through as opportunities progress from concept to potential execution.
